A bullet shot is a serious thing, if you go to an hospital they will call the police, the black Ops are not going to do something that stupid. If that is the organitation who was involved with Kudo, that mean that they will have doctors and scientist working for them. They will remove the bullet, and that means that the localizer will be on his base some time. In one of their bases, at least.
