DELUSION, YOU MEAN, HATTORI CLARIFIES.

He's from the Death Note novels. As far as I know, he's some sort of psychopathic failed version of L who kills people for L's attention. All Alize knows is that he killed ten people in a little over a week and no one was able to stop him! THAT WORRIES HER A LITTLE BIT.
