Kudo is so paranoid that now thinks that the Black orgs are after Naoto and wants to tell her about the organization. I told him that he didn't had enough proof and that he was going to get her in danger. In short, he said that he, Heiji and Kid-san agreed to it, so, my opinion doesn't matter.
